Inspector General Carsten Breuer plans to ensure the rapid readiness of the Bundeswehr and to increase the number of staff, primarily through reservists. In an interview with the Welt am Sonntag newspaper, he stated that the Bundeswehr aims to maintain a target of 200,000 active soldiers, as he does not believe that the labor market can provide more military personnel due to demographic changes.

Currently, about 182,000 soldiers are serving in the Bundeswehr, but by the end of the decade, they plan to train up to 100,000 reservists. However, Breuer noted that these reservists cannot simply be recruited from the labor market, so he believes that reliance on military service in any form, regardless of its mandatory nature, is necessary.

According to NATO obligations and Germany's role as a logistics hub for troop deployments on the Eastern flank, the total need for soldiers and reservists is about 460,000. Considering the need to recruit 200,000 active soldiers, another 260,000 reservists are required. The Bundeswehr currently has a standing reserve of 60,000, but there is a need for another 100,000 reservists from among former soldiers who have left service in recent years. Therefore, there is a 'shortage of 100,000 personnel that needs to be filled,' Breuer emphasized.
