Tariffs, pensions, subsidies, MSEC, payments and allowances: what has changed for Ukrainians since January 1.


Changes in Ukraine from 2025
Beginning in 2025, various changes will be implemented in Ukraine affecting different sectors.
In the social sphere, the Interdepartmental Commission for Social and Economic Development and Better Resource Utilization (MSEC) will cease its operations, and new expert commissions will emerge in its place. In the military sphere, the status of a combatant will be automatically granted to military personnel. It is also planned to increase tariffs for the services of Ukrtelecom and Ukrposhta.
In the medical sector, state control over the quality of pharmaceuticals will be restored, and the ban on inspections of pharmacies located in hospitals will be lifted.
The minimum subsistence level and minimum wage will remain unchanged. The subsistence minimum for one working individual per month will be 3028 hryvnias.
Most social payments will remain at the previous level, but assistance for low-income families will be increased. The amounts of alimony will also remain unchanged.
Pensions will remain at the same level. However, payments will increase for pensioners who turn 70, 75, or 80 years old.
Utility tariffs will remain unchanged.
The budget provides funds for housing subsidies and benefits, and they will remain at the previous level until the end of the heating season. It is also advisable to request a recalculation of subsidies.
Teachers will be paid an additional 1000 hryvnias monthly, and from September this amount will increase to 2000 hryvnias. Changes in tariffs for the services of Ukrtelecom and Ukrposhta are also planned.
As of January 1, 2025, the rates of the single tax, single social contribution (SSC), and military levy for individual entrepreneurs have increased.
