Reforming the MSEC and VLK Systems in Ukraine: What is Known.

Changes in the Medical Commissions System Discussed at a Meeting in the OP
On November 7, under the leadership of Deputy Head of the OP Iryna Vereshchuk, important changes in the system of medical commissions were discussed.
The meeting was attended by representatives of the government, the President's Office, the NSDC, and public organizations working with people with disabilities.
The central issue of the meeting was the Ministry of Health's bill on reforming the disability appointment system and the abolition of MSEC, which will soon be considered by the Verkhovna Rada.
The Ministry of Health presented a new system for assessing the daily functioning of a person to determine disability. According to the digitalization plan, which consists of three stages, the first changes will take effect on January 1, 2025.
Special attention was paid to the issue of reforming military medical commissions. It is planned to reduce bureaucratic burdens and make the process of passing VLK more transparent. This will help shorten queues and optimize the work of commissions. The Ministry of Defense, the Ministry of Health, and the Ministry of Digital Transformation are expected to develop a digitalization plan for VLK within two weeks.
